Over recent decades, Romania’s child care system has undergone significant reform with the closure of large institutions, an amended legal framework and a reorganization of child welfare services. Romania’s entry into the European Union also brought further reform but also large scale migration out of the country leading to concerns over a strong correlation to child trafficking. Romania has also ratified all of the principle international treaties concerning the rights of the child although further training to law enforcement bodies and the judiciary is needed to improve law enforcement.
