In 2003, Action Pour Les Enfants (APLE) was established in Phnom Penh, Cambodia as an international NGO. Initially, APLE assisted the police with investigations about street-based child sexual abuse and exploitation and provided pro-bono legal support to victims and their families. This report details the improvements that have been made to Cambodia’s legal framework in addressing the legal loopholes that allowed travelling child sex offenders to develop a sense of freedom and impunity to sexually exploit children openly in Cambodia.
