Founded on April 08 2008, VACR is non-government organization working on the protection of child’s rights, with the mission to gather and unite Vietnamese individuals and organizations who voluntarily working for the purpose of making children enjoy all fundamental rights. Our six key mandates are: (1) Promoting advocacy and providing consultancy to improve capacity on child protection; (2) Participating in supervising, evaluating child rights implementation; (3) Formulating and implementing programs, projects… to protect children; (4) Carrying out cooperation research, training and information/experience sharing; (5) Mobilizing children’s voice and participation; and (6) Becoming focal point between INGO, CSOs and GO agencies.

There are no mandatory legal provisions for criminal background checks. Convicted sex offenders are prohibited from holding positions involving or facilitating contact with children. Moreover, persons who face any criminal prosecution or administrative penalties for acts of child abuse are prohibited from providing child protective services.

SEC Police Unit

There are two main police units including SEC in their mandate, the Anti-Human trafficking Crime Section for trafficking related offences and the Cyber Security and Cyber Crime Department within the Criminal Investigation Police department for offences related to online child sexual exploitation.
It is unclear whether both offences under national and extra-territorial jurisdiction are able to be addressed by these units, and whether the units are fully functional.
